That is more of a high end, company website time proposal. You can build a personal website or just a generic "whatever you want website" in less time then that. The typical timeframe for website construction can range from 2 weeks to 3 months or more depending on the size and complexity of the website. In some cases a website that should be completed in 2 weeks may take up to 3 months. The highest challenge for any web developer always seems to be collecting all of the necessary information and content from the customer.

My only advise is to publish it when you feel it is ready to publish. If your not comfortable with the look or function don't put it out there; regardless of how long it takes. The best action to take to ensure timely completion on any website is to ensure that the project details and requirements are clearly stated or outlined before the project begins. A good web construction plan will help you avoid project delays, which can be costly in regards to both time and money.
